Thanks to everyone for their help. McMaster-Carr did not have the correct size piston cup but Baum did. I did have to punch a hole in it. Even though it was the correct size the new cup sealing surface was quite a bit wider than the piston bore. I bought a small engine ring compressor on Amazon and it worked perfectly to squeeze the cup so it would fit in the bore. Now the shutters work great and there is no air leak.

I got a cup thru NAPA for a wheel cylinder Did the same thing for the drop down low air flag

Tony, thanks very much. I have had the actuator apart and it is exactly like the one in the attachment. However I now realize you are right and my leak is around the piston cup as that is the only way air could be leaking at the shaft.
Larry, thanks very much as well. With all this info I should be able to find a new cup.

I went through this with my shutter cylinder. I thought it was the end seal, but there isn't one. The cup seal was so dry it would not seal and since the rod actually works in kind of an arc as it pushes it just amplifies the leak. I couldn't fit the correct replacement so I think I found one at McMaster carr? It didn't have a hole, so I had to punch one. Works perfectly. No more air leak. Yours is probably a tie rod cylinder but this attachment will give you an idea of its construction.

Jeff I don't think there is a shaft seal. The shaft just rides in the end bearing. The actuator is single acting spring returned. The piston seal that is leaking is most likely a standard piston cup. Find the part number Here and order on their web site. Oops! that seems to be a newer catalog with fewer sizes listed. There are others.

The radiator shutters on my Sterling are working. but the actuator has a blowing air leak at the shaft seal. Is this seal still available ? The Kysor pn for the shutter system is AX822. If anyone has a parts list for the actuator that would be helpful too.
