Looks to me like a Thiokol Spryte Snocat from back in the 60's -- I've actually seen one of these in a utility set up used by NYSEG --

There are lots of good answers here but George Murphey has the only right one. This is a 1967 Thiokol Spryte 1200B. These Sprytes were not very large vehicles and were powered by a Ford 170 ci 6 cylinder engine with a Clark transmission. It looks like it would be a lot of fun to tool around in. Thanks to Bill White for the photos.
